Hi all,as already mentioned by Stu H. on his PT195 build page the Italeri kit is missing this detail,as does the Merit kit. For anyone interested in adding this detail (IMHO worth doing from 1/48th scale upwards) I'll post the result of my research on the subject:
Those plates were meant to protect the deck and support the torpedo cradles while reloading the torpedo tubes. 6"x6* st.steel plates held in position with 8 flush head screws in 3 variants:
- Anchor plates (part nr.31157) fore outboard, with 1 1/16"hole in center.
- Support plate, plain (part nr 31158) fore inboard.
- Support plate, with rubber pad (part nr 31160) rear inboard/outboard.
The rubberized plates rest on a deck pad(part nr 31203) also st.steel plate, rubber pad 1/16" thick.
Foredeck plates directly on deck, reinforcing blocks underneath held by 2 carriage bolts; midships plates rested on 1/8" ply deck doublers.
Plates details on drawings 3909(roll 2 scan 604/5) and 3910(roll 2 scan 606/7).
Plates positioning on deck drawing 3913(roll 2 scan 612/3).

I hope some find this of interest.
Greetings

Well this post flew by me, sorry for the delay.Thank you very much Daniele, your research skills are excellent! It's a nice little detail to add fairly easily. Would you mind if I added your information to my torpedo tube page?

Jeff,I'd be honored... if you give me time to deal with the gunwhale guard I'll provide pictures for the rear cluster also.

Daniele;
That deck you made looks nice just the way it is, it will be a shame to paint it.
But correctness is what we strive for.
Take care,
TED

Daniele,
Could you or anyone else point me in the direction of said build page? I am trying to understand exactly how these pads are used in the grand scheme of things.

And, as previously mentioned, that is a beautiful deck!

Thanks guys.
So, these pads are only used to support something when a torpedo is being loaded. Is that correct?

Yes Jim, a torpedo loading cradle that was stowed in the day room. Here's a section of the cradle from Dick's Elco 80 DVD:
