Many of the late 77's have a hawser from the tow eye on the chine rails, led up through the bow fairlead, and then tied off... somewhere?

1. Am I right in guessing that towing from the Samson post was unsatisfactory, which is why the lower tow eye was added late?

2. Then it makes sense that a hawser would be bent to the eye with the bitter end secured on deck... but to what? This image shows one boat with the hawser... and in the foreground, something also is coming through the fairlead... but it's not secured to the Samson, and it doesn't go down the chain pipe... where could it go?
(The drawings show a small circular item in the plan view, just ahead of the Samson, but it's unlabeled, and I haven't found it in any photos).

Pat;
You are talking about the towing pennant, the tow line is passed from the towing boat and attached to this pennant, this allows for the tow line to ride up and down the pennant in regards to the sea state. Therefore, not putting unnecessary stress on the towing eye or the Samson post only.
Post the drawing your talking about, if you have something different than the overhead profile drawing(the ones done by Al and Wayne, I have them), I have an idea, but I am not seeing it in the photos I have.
Take care,
TED
