Former Pennsylvania Governor and skipper of PT 359, RON 27 passed away on December 12, 2006. As skipper of the 359, Shafer carried Gen. MacArthur from Manila to Corregidor in 1944 and rescued 27 Army paratroopers from Corregidor. He was awarded the Bronze Star and the Purple Heart. After the war he was an attorney, District Attorney for Crawford County Pennsylvania, Lt. Gov. and Governor. He was 89.

Raymond Philip Shafer (March 5, 1917 – December 12, 2006) served as the 38th Governor of Pennsylvania from 1967 to 1971. He had previously served as Lieutenant Governor from 1963 to 1967. He was a national leader of the moderate wing of the Republican Party in the late 1960s.

Shafer was born in New Castle, Pennsylvania, the youngest of the five children of the Rev. David P. Shafer and his wife Mina. In 1933, Shafer's father moved the family to Meadville, Pennsylvania to accept a position as pastor of the First Christian Church. Shafer became an Eagle Scout and as an adult was presented the Distinguished Eagle Scout Award by the Boy Scouts of America.

After finishing high school in Meadville, Shafer attended Allegheny College, where he was a member of Phi Kappa Psi Fraternity, and later Yale Law School. There, several classmates like William Scranton and Gerald Ford would help shape his future political career.

In 1942, Shafer entered the United States Navy as a Naval intelligence officer and later served on PT Boats. He would participate in over 80 combat missions during World War II on PT Boats as commanding officer of PT-359 and later as executive officer of Squadron 27. As Squadron XO, Shafer sailed aboard PT-375, one of the first PT Boats to penetrate the defenses of Manila Bay. Shafer earned the Bronze Star and the Purple Heart during his tour in the Pacific theater.

Shafer returned to Meadville after the war and entered private law practice. His political career began in 1948 when he was elected District Attorney of Crawford County. In 1958, he was elected to the State Senate.

Jeff:

I was fortunate enough to meet Gov Shafer or should I say talk with him by phone last year. I found him to be so pleasant and the fact that he knew there are those of us out here that love PT Boats thrilled him. We kept in touch until I recived word from his Family that he passed. While he was alive he certainly expressed to me his affinity for the boats and his crew. He would not have traded those moments for anything. He had sent me some pictures of him on PT 375, along with MacArthur and a very nice Pin with his PT Boat on it. These were used when he was running for Gov. I had sent him a very nice Package about the work I do with my Exhibis and he was very pleased. Although I did not meet him face to face, he was like most PT Boaters, very nice and a pleasure to talk with. I am sure he will be missed by those who knew him.

Frank,
I met him as a kid when my Dad-Bill Sherry-PT-342, worked on his gubenitorial campaign. I live near Meadville but had not seen him recently. My Dad occasionally saw him in local restaurants....Dad alaways used to say "Me and Ray and JFK" when we were kids.....neat connection. Glad you really got to knw him.

My father (Sebastian Donald Listro) served on the PT359 with Gov. Shafer as his QMC and was upset to hear of his passing. After my father was rotated back to the States after reaching the Phillipines, Gov Shafer became the Squadron Commander of Ron 27. Dad always spoke very highly of him. I remember going to the Governor's mansion in Harrisburg with Dad and met Shafer. I found him warm and friendly, but was surprised to see my father and the Governor of Pennsylvania getting wet eyed together . They corresponded for a while but Dad had not heard from him for the last 25 years or so. I believe Gov. Shafer was a Washington lobbyist after leaving office. He aslo served as President Nixons Drug Czar. I remember that Dad and the rest of the crew went to a surprise reunion party for Shafer at President Eisenhower's Gettysburg home. Dad was really impressed with meeting President Eisenhower. Shafer was considered by President Nixon (Nixon chose Agnew) as running mate and therefore also had a close brush with the Presidency.
