Your best guess:
If you bring up the photo of Tufi that Capt. Bulkley used in his book At Close Quarters (the link should take you to NAVSOURCE site, then go to At Close Quarters and scroll through to the Illustrations, then to Tufi) http://www.navsource.org/archives/12/05idx.htm can anyone tell me what the "structure" is in the foreground of that picture? It almost looks like some kind of native outrigger, but, then again- not really. This photo was obviously taken after the fire. If this link doesn't work then go to Jerry Gilmartin's post of a few days ago and use his- it works fine.

I always thought that was a ship mast, sailing/inter island steamer/something. If you look towards the center of the photo, opast the PT boat, you can see what looks like 2-3 natives in a small canoe.

Hard to tell if someone is standing on what looks like an outrigger, or if it's part of the palm tree. My guess is a leaf:

Jeff's enlargement seems to show what could be two people (natives) standing upon an outrigger. Perhaps the tall vegetation-covered mast is not part of the outrigger, at all. Maybe it is afixed into the bottom of the harbor, but for what purpose? An aid to navigation? We know that Tufi had a base radio- could this be the antenna "in disguise"? It was assembled with a certain degree of effort- therefore, it's purpose must have ben of some significance. Curious, to say the least.

I think they are palm trees coming from the shore, with the outrigger pulled up on the shore... but it's really hard to tell. We'd need a higher quality image than the one I used to see any details.
I think the guy in front is smiling but just can't be sure...

I had those, we were too poor to afford real ones so they were made from old plumbing parts. The proper spelling is junkle bars.

Sorry my spelling is sometimes subject to having my old English teacher cracking me in the head with a rolled up piece of Newspaper. Jungle Bars, Jungle Bars, JUNGLE BARS................
